A good general mechanic --one who works on imports and domestics-- is likely to be OK. For instance, I had a fuel pump die in mid-winter and at 5 degrees out wasn't about to do it myself. My #2 indy is a general repair shop and they are OK. He is also only a mile away and my #1 indy was booked solid.
But for things that require some Saab-specific knowledge/skill or a Tech 2 tool, then a Saab indy makes a difference. I think it can be cheaper to go to someone with make-specific knowledge as they will have a better sense of what to watch out for in a given job and may be able to work faster. That may make for a better job and could cost less as they will know how something is done.
Just my 2 cents.
