I'll throw in a plug for safety. A turbo SAAB, like the '99 9-3 being suggested, is a hoot to drive. Maybe not the thing to hand to a 17 yr. old boy. I know what I would have done with it when I was 17.
If he like the 900 series, you can get a normally aspirated NG900 that is much tamer and just as solid. It's also older than the 9-3 and may require more to get it up to snuff. 9000s came in non-turbo varieties, too.
Following on this idea a nice dowdy 1990-93 Volvo 240 might be just the thing. Slow, big, and safe. Get the wagon and he can haul everything to college.
