Seems like it would be a good idea to have the battery checked as a starting point before spending on parts. You need to have a good battery before you can decide what else might be amiss. These cars tend to use quite a bit of current parked so if the car was unused for some time the battery could be discharged. A few short trips won’t charge the battery with all the electrical demands of the car. If you have a good charger or know anyone with one, it you could charge the battery fully and see if that helps. I believe the 2006 requires dropping the fuel tank to change the pump, not for the average backyard mechanic. Good fuel pumps can be hard to find and cheap ones (probably made in China) can have short lives, and you don’t want to pay to drop that fuel take again anytime soon. If you do need a CPS also make sure to get a quality part from a name brand like Bosch. The steering rack leak needs some diagnostics to determine whether it is a hose or the rack itself. You need to get the car up on a rack or jack stands to find the source of the leak before you decide what needs to be replaced. After saying all of this, you may have a good car once these deferred maintenance items are resolved. I regularly drive a 2000 and 2001 9-5 and they are quite reliable with regular maintenance.
