My understanding is that when you crank the engine the tach needle will bounce or jump. This is an indication that the CPS is working. I just checked the Bentley for the source but cannot find it there. But a search here will be helpful.
That the fuel pump relay is missing doesn't make sense. The relay is in the passenger foot well above the ECU and VERY hard to get to. The car would never run without it.
One more thing. Check all the ground points - especially in a car that has been sitting. There are two on the cylinder head towards the front of the car by the lifting lug. Also the big one where the battery ground is located. I find SAABs to be especially fussy about grounds. There are also other grounds (by the ignition key, in the trunk, etc.) but the ones I mentioned are where I have seen the most problems.
