AC is turned on by ACC when not in ECON but compressor solenoid only energizes if the temperature of the evaporator is not too cold. Your anti-frost thermostat is either not good, or has been bypassed. There is also a 10 second or so delay in compressor engagement following starting (might be controlled via a relay rather than ACC).
Fan motor seems adequately sized to me, they only fail after very high mileage.
Flap for ventilation probably could have been better designed but I've never seen one break on its own. Broke one taking the core out once but luckily was able to easily repair it with a metal splint.
