I have a set of big snap locks from harbor freight. Inner and outer locking pliers with various tips, and of course they were super cheap. I love them for stuff like this that I use occasionally and don't need the highest quality, so might be worth checking if you have a store in your area. I do remember just using small screw drivers on the 9k oil pump ring, it's a pain but will eventually work. I bet if you keep jiggling, yanking, and tapping the pulley it will eventually come off.
