I guess a fair price is what it is worth to you. The asking price is very high given what the car is, but can you find another one equally nice for a lower price? Just as long as you don't expect to sell it any time soon and get your money back...
The blue wire could be a "replacement" wire for some of the fuel injection/cold start/impulse contact stuff as I recall there was one wire in the harness that frequently got melted. Good reason to start it cold and drive it to make sure all that is working. The other thing it could be is a bypass of the cooling fan wiring as that was often problematic, so again, make sure that is working. Sometimes people wired in the cooling fan to the "Extra" switch on the dash, so you might try fiddling with that.
