I disagree completely.
AWD will let you start moving better since you are splitting the same amount of power to two or more wheels versus using just one.
AWD when you know what you are doing, will allow you to pull out of a skid better and recover faster. This all assumes equal tires and vehicle weight.
The trade-offs are gas mileage, increased cost, weight and more moving parts to go wrong.
In Arthurs case, assuming it's start/stop traffic on that hill, he'll be better off with AWD and good snow tires.
I love my Saab in the snow, but I'm realistic about it...
What you need to weigh it against is really, how often is that hill covered with ice? Three or four times a year? Is it worth the extra fuel economy and the fact that you may or may not like the car simply to get AWD.
I drove a 300zx twin turbo in denver for 7 years without snow tires as a primary vehicle without a problem: you have to know the limitations of the vehicle ;).
