Yes I live in Houston but I'm originally from PA and lived in north central for a period of time..
So anyway, if you're talking about potentially stopping on a hill, 4wd or awd will get you going much better than fwd with an open differential--especially if you're forced into deeper snow on the shoulder by some idiot driving too fast coming down the hill in your lane.
Front wheel drive with snow tires is great and can probably get you where you're going but you simply can't replace a good 4wd/awd setup if you find yourself without momentum in somplace you didn't plan to be. It only takes one spinning wheel to get an open diff 2wd car stuck (w/o traction control that can brake too). A good 4wd/awd system can often get you unstuck even if only one wheel has grip.
4wd/awd isn't fool-proof by any means, but it does without a doubt give more ability when situations get bad. If you do go with 4wd/awd make sure that the system has the ability to either stop spinning wheels with the brakes or better yet has some type of locking/limited slip on at least the rear, and even better on the front too. Some older 4wd/awd setups can be pretty useless.
