Signalling turns?

Has anyone noticed how infrequently driver's seem to use turn signals to indicate a turn? I think I dislike that more than the "eventual turn" signal .... they turn their signal one when they enter the town that they might be making a turn in, so its a surprise when (if) they actually ever do turn. Another thing I see a lot of is, right turns on red even when there is a sign indicating not to, and in the midst of oncoming traffic that has a green light. Are folks just THAT much in a rush?
