They're just trying to save money by not using up those little lightbulbs. Them are expensive, ya know. These are probably the same people who don't turn their lights on (for reasons of economy of course) in heavy rain, fog, or snow, or until it's completely dark out. The economy is bad, everyone saves a few bucks where they can...it's patriotic.
I live near Flint, MI, and I don't think many GM products come with turn signals, actually.
FWIW - I've lived in several states and driven in all of them (I was an OTR trucker for several years.) Without exception, EVERYONE says their state/city has the worst drivers. My opinion? There's horrible driving all over this nation, pretty evenly spread out, too.
I've also driven quite a bit in other countries - the Middle East is a HOOT - combat driving, yippee! Mexico is exhilarating, they drive loco but somehow manage to avoid hitting each other. Most European drivers have us beat hands down, I love driving in Europe.
