I don't think that one state can fine you for something like this if the tint conforms to your home state.
Go to a local tint shop and ask if your tint is too dark for your home state. If its OK, fight it. If not strip it off and book time for the front windows to be tinted legal to your state, and do what was requested.
Did the ticket specify a technical reading? If not I don't think that the ticket can be valid.
If you install a tint at X% and the window glass is already at Y%, then the result may not be legal even if the X% is.
