Greetings. Since that officer observed the violation(tinted windows) in PA, he would have had a right to stop you in a reasonable time or distance. I don't work a state border station, so I don't run across that issue, But I would say that he is permitted to follow you into NY to effect a stop. Also, it would not have been safe for him or you to stop you on the bridge itself so he waited until off the bridge to make the stop.

As far as the tint goes. According to the PA vehicle code and inspection regs, No automobile is permitted to have any window tint at all. Of course Trucks and SUVs/vans are excluded. The maximum allowable level of tint allows a 70% light transmittal, which is practically no tint at all. The fact that you purchased that vehicle with the tint already on would not be a defense in a court proceeding. The biggest reason for the law is for Officer Safety. I know you look at it the other way, but if you think about it, many things can be concealed by a driver or occupant and tint puts an officer at a serious and potentially hazardous disadvantage.

So, for what you really don't want to hear. He gave you five days to correct the violation, which is good. However, if you don't respond to that warning card signed by an officer that you corrected the violation, you could be looking at some serious loss of cash, depending on how bad that officer wanted to stick it to you. First, he would definitely site you for failing to respond to the warning card, $105.00. Then he could site you for every window which had tint on it, $75 each(the reason this would be less is that you only pay a court $30 cost once). So worst case scenario, you could be looking at a grand total of 5 windows(I would guess) at $75=$375+ the $105=$480.00!!!!

My suggestion would be to get a razor blade and some glass cleaner and remove that tint and get that card back to that officer asap. I know its cold and a serious pain in the neck, but $480 could probably be better spent by you than to pay the Commonwealth of PA and your wonderful Governor for something as petty as $20 worth of window tint.
