with dealer plates on it due to tinted windows. He was told to make sure it was removed before leaving the dealership with it if he bought the car. I assume the dealer was probably in violation for not removing it before offering it for sale.
Check your state laws for which windows if any can be tinted. We can have rear window and rear side windows tinted but not front side windows or windshield at all (rational is it reduces night visibility which is undoubtedly true). SUV and truck regulations are a racket. Vehicles classified as trucks can ignore all sort of things and are allowed factory installed rear "privacy glass".
Perhaps people have heard that Suburu is going to raise the legacy outack an inch and maybe make a couple other minor tweaks to get around fuel efficiency requirements by having it classified as a truck. They claim making clean fuel efficient turbos is too hard. Also one of their stated reasons was they could offer privacy glass in the rear. A suburu legacy classified as a truck? Is this crazy or what? It made sense when trucks were work vehicles but the regulations for trucks and the types of vehicles that fit the classification are completely inappropriate. Likewise the deep tax breaks on trucks and SUVs for business where they aren't needed but nothing close for cars in the same situation makes no sense. The regulations aren't at all appropriate for the current situation.
