In the US, at least, it's the notion of 'self-interest', that is, the gov't can encourage or discourage behavior by making things in your interest. Child tax credit or bottle recycling deposit.
Saving money isn't good enough...and the big wide libertarian streak in the US (on both sides of the aisle) wouldn't take well to excessive penalties on what is perceived as 'choice'.
Now, if you got a fat tax break for a more efficient car, you'd be increasing demand on the carmakers for the product, rather than gov't subsidizing them to produce supply for a market that isn't very hot (in the form of clean air credits). As far as the carmakers are concerned they're in the business of making what people want, period. Toyota wouldn't be touting 5 different SUVs in their lineup during every 30-second spot (nor would they exist at all unless they met the econocar need 25 years ago.)
