Yes, battery disposal is an issue. But the amount of batteries in a hybrid is very small compared to a battery only electric vehicle.

About raising the gas tax... well its all about money. And those who drive gas guzzling vehicles... they do pay twice the fuel taxes that I do. So there is some justice in the current situation. The money the spend on fuel does not bother them. So moderate increases in the tax/cost structure will not make them change. Any changes would have to be severe to have any impact and in many cases, the change would only take effect when it was time to replace their current vehicle. And once the low MGP vehicles start to become unattractive, their trade in value will drop and this will discourage some from trading in those vehicles and a glut of these used on the market with depressed prices will also be a market force that seeks a balance by been purchased by folks who percieve them as afforable to purchase. This coupled with folks having to shift their values and habits might mean that any sucess in this area would take a decade or more to change whats on the road.
