A tax credit is, unfortunately, tough to enforce and open to fraud. How would I prove I had bought a fuel efficient vehicle? Say I bought a Honda Civic hybrid... it is registered as a Civic. I'd need special paperwork, etc. There used to be (maybe still is) a tax credit for diesel cars, but it did nothing really to change consumption patterns.
But when the price of gas went up to $2/gallon in the US in the mid 70s, wow!!!... everyone went out and bought a Toyota or Datsun or Pinto. That price spike really changed everyone's consumption habits. Folks who only drove to church on Sunday still kept their Fairlanes, but folks who drove a lot traded them for Mavericks and B210's.
So I think, from that experience, a healthy gas tax is the only way to reduce the dependency on foreign oil, let everyone still choose their vehicle given their income levels, and discourage consumption. Maybe even balance the US budget ;-)
