If I still drove my former '02 F150 4x4 4-door (essentially an SUV with an open back) instead of my '03 9-5, I'd pay (rough numbers) about $400 more annually in fuel taxes and $1,100 more in fuel (ex-tax). Additionally, the government gets about another $100 in corporate tax on the gas companies' profit. Finally, since roughly 40% of our oil is produced in the US, there's the additional lease fees paid to the government by the oil producers. These governmental fees are ultimately paid out of the additional $1,100 fuel I would have paid.
Virtually all taxation solutions on gas guzzlers or older technology vehicles place the biggest burden on the poor, who have less discretionary income to spend on new cars or new taxes. Many (most?) of us surfing an upscale auto aficionado website like TSN can "easily" (relative term) afford higher fuel taxes or aquire replacement "green" cars without much impact to our living standards. That's not so with everyone.
If you really want to contribute to a solution, instead of buying that new Saab, buy a Honda/Mazda PZEV (partial zero emmissions vehicle) for $18,000. Then take the $10,000 you saved and buy 10-20 old gas guzzlers and have them scrapped. THAT would make a REAL difference to the environment.
