Pfeh. You underestimate the creativity of the car buying population. In a remote European country that shall remain anonymous, there was (still is) a tax based on engine size, making 2.0 or more litered engines prohibitively expensive. The locals found the answer; buy cars that can be upgraded, just like you can drop a faster processor in your PC.
How, he said. Well, how indeed. Ever seen a BMW 518? that's right, a 5 series with the 1800cc 3 series engine. A miracle. I dropped a BASKETBALL thru the engine bay. Taken to a 'specialist', said BMW would walk out as a 530 or similarly endowed. I've seen VW's with Porsche engines, and other not so silly examples. There were plenty of used German engines to be had.
If clunkers are grandfathered in, in order to protect the precious low-income drivers :-) (half sarcasm there, reminding myself of Detroit metro area smog tests) then even more creative things would arise (oh, it's a 2004 Explorer, not a 1994) and so on.
It ain't going to happen.
