Your statement "Virtually all taxation solutions on gas guzzlers or older technology vehicles place the biggest burden on the poor" is false. The current mix of vehicles on the road in America has a much larger proportion of large, uneconomical SUVs and trucks compared to Europe. The poor are not the predominant users of these - the middle class users are the vast majority. The only reason they can afford this is the gasoline taxes are so low (compared to Europe). It is obvious that with a European gasoline tax level we would have less SUVs and gas guzzlers, more smaller cars, and money left over to spend on public transit which would be an enormous benefit to POOR PEOPLE. Your reasoning makes me question whether you are truly an advocate for the poor or merely in search of a rationale for a Big Car Habit.
