Over the last 7 years of Saab ownership, I've lived in suburban areas in central NJ. Primarily a mix of street-light illuminated roads and unlit secondary roads.

On unlit roads, either traffic was too frequent or there's enough light pollution to provide general background lighting to make high beams unnecessary. Even when traveling outside this area, I find high beams are not required because the wildlife is more sparse and smaller (read: not many deer), I know the roads, or I can still see fine. This includes night drives back from the shore at speeds in excess of the posted limit.

NJ is really bad for deer, but traffic is so heavy that you'll see them outlined by oncoming car lights before your own headlights pick them up. And fog lights should be outlawed in NJ since it rarely gets foggy and the foglight-rain glare combination makes driving hazardous.

Now, growing up in rural Eastern Ontario, that was a different matter. And now that I'm living in NE Florida, I get to see a night sky again that is black, not yellow.
