Downshifting to slow down is a left-over from the days when brakes were weak drum types and easily overheated.
The tire-road interface is the rate limiting link in maximum deceleration so use your relatively cheap brake pads rather than your outandishly expensive synchros. A lower gear to descend a long grade may make sense but not a flat street. As others have noted the reason to downshift is to be at the "right spot" engine-wise to accelerate out of the turn.
Just push harder on the brake pedal.
