You can change brake pads in less than 30 minutes per wheel with a jack and couple of sockets and hex and they only cost $30 per front set. I have no idea on replacing clutch.
My vote is to use downshifting sparingly as possible. I've only been to San Fran once. I don't think those hills are so much that you have brake fading problems. But then I could be wrong... Man, if I can open a brake and clutch shop in San Fran, I can make some fortune. LOL
