I know a guy who worked for a city, finding old houses that needed re-habbing and turned them into single or two family homes that were sold to low income families. Now doing something similar for a regional bank. He had a MS in Urban Planning, IIRC. Many cities and regional banks are doing this kind of thing, so there is some opportunity out there.
You might try going for some informational interviews with some urban planners and state redevelopment agencies in cities where this kind of thing is going on. Also talk with some large banks and commercial real estate firms, especially ones that do rehab of older properties. Just go for some informational meetings first so you can get educated on some of the options and get some ideas of how you can better market yourself. You need to know what the jobs are that may be out there so you can see what ones may fit what you'd like to do.
Your degree may be fine to get you in the door, you just have to communicate your interest and even passion, for this stuff. Just be patient and persistent. You probably won't find the perfect job right away (it really doesn't exist) but you'll find things that can work for you.
