Are you still in minneapolis/st paul? its a small city for the interests you posess since you'd likely have to wade through the bureacracy of public works before you'd have the opportunity to make a difference. That said, minneapolis and saint paul are making re-use a lot easier - even in the past five years. I used to have nothing but roadblocks in doing additions or renovations to houses in crocus hill (stp) or kenwood, but things have gotten much better. The current biggest problem is the historical society (restrictive but frees up if you demonstrate a personal effort and good design) and neighborhood review committees. The NRC's really hold things up since their reasoning is usually very petty.
You've laid the groundwork for an interesting and valuable niche career. Motivation makes any opportunity a possibility. There's lots of urban reuse going on in the form of condos and such but our historic properties are limited (50-70's urban "renewal" tragedy). Unfortunately, developent is all about dollars. You could offer consultant services, but you'll really have to pound the pavement to get an in. Once you'd done a development or been involved in one, it can roll. The first opportunity is the most difficult. Developers have a knack at understanding the profit immediately in a project, new or old, so you may find that you can't offer something new. This is where you have to get creative.
You may want to compliment your passion and current education with legal and/or business study. One or both of those credentials would drive home the niche interest and make you marketable.
