Much of this conversation is about wheels & tires using larger rim diameter with shorter tire sidewall. The outer tread diameter is more-or-less maintained unchanged. So the turning radius is unchanged.
If the tires are much wider or bigger, so they rub on the inner fender. Then you can't turn the steering all the way over. That's how it can affect turning radius.
