Since striking road debris or being hit by falling tree limbs is covered by the comprehensive portion of your insurance, I would think being struck by a run-away dog would fall in this category as well. Usually the deductable is much lower than that for Collision.
But any deductible should be paid by the dog owner's auto insurance.
Did you get multiple quotes to repair the damage? It would seem this type of dent could by pulled out via suction cups or other "paintless method" of dent repair for a much lower cost. But then, I am only guessing what the doggy dent looks like.
I hope it all works out well.
