Are you telling me that the majority of the time you see a police car, there are people in the back seats??? The vast majority of the time I see a police car, it's the driver only!
How do you know the owners of all those vehicles that you rail against don't use the extra function ever? Why are you in a 900? Why not a Prius or an Aveo or a Geo Metro? or a two-seater? I'm sure that would allow you to commute just fine. What per centage of cars on the road have people in the backseats anyway? So why are cars made with back seats in them? Why not a single-seat car for the commute, then the four-seater for when the family needs to go out? These are the questions that your logic is leading to. As car choices are usually made based on the outlier possibility of needs (the 0.1-10% of the time; your car is probably driven less than 10% of the time), it's only natural that you would be seeing that the majority of cars (of any type) is not being utilitized to their full potential at any given moment.
Cars are not given to people for free in real life. Cars come with operating costs. That's why people usually think through carefully before making car purchases. Just like . . . sure if you want to give me a free heated pool and pay for my heating bill forever, I will take it. However, that has nothing to do with whether I would install a heated pool in real life. The cost of doing things in the free market place is what makes all of us frugal by necessity. Having more people paid by the government to tell people actually would accomplish exactly the opposite of what you set out to do: when bureaucrats use taxpayer money (instead of their own money) to buy cars, they buy the biggest black SUV's! When you insist on shoving gobs of public money and political money into the pockets of politicians, they get heated pools for themselves!
