If you signed the papers, paid a deposit, and agreed to buy the car with 11 miles on it and asked them not to drive it, you have good reason to be upset that it now has 83 miles on it. I would certainly question the integrity of the dealership. If you didn't sign anything, then you really can't complain since neither side committed to a sale. Assuming you signed, and don't really mind the extra few miles, maybe they would be willing to throw in a nice accessory or two.
