FWIW: that is plenty of power for what you will be using. You'll need to get the 64 bit OS to utilize 4G of ram, if not the OS will only be able to access 3G.
For comparison, I have a Dell laptop I purchased for work recently. Core 2 Duo P7350, 4G of ram, though only 3 are being utilized at present as its running Win XP Pro. Standard Intel graphics card in the laptop, but it can watch streaming video quite adequately. This laptop runs an MSSQL server, a Firebird SQL server, IIS (Web server), while running VB6 development, and other associated applications. It never, ever gets out of breath.
If you have the extra 100$ to spare for the p7570/3G I would personally say get that. You may not need it, but it will help the laptop remain a viable for that much longer. Most likely though, the base system will be sufficient for your needs
