At least that is the way I remember that quote. I've felt that stats were a bit like accounting, if you know your way around the numbers and rules you can get the numbers to say a lot of different things. I've seen it done.
I used to work for a national clinical laboratory evaluating group, and know what a difference certain suppositions and size of data field can do. Sometimes the most accurate methods are dinged and the worst look good. Other times the stats would say a test was bad when it was better. We had one method that was dinged because it could tell that very low levels of a hormone were present while other methods could not.
I've got to think that stats are not very useful in the Toyota case. Clearly it is not an occurance that takes place in the majority of Toyotas. We also don't really know how many of these events are not recorded by the dealer or company. It seems like a lot of denial is going on. Based on the size of the fine and the amount of investigation now going on I'd guess that it is a lot more than is being admitted. But I don't know how trustworthy the stats could be coming out of those numbers.
