That is why the final stage of torqueing a head bolt is a 90 degree pull, to yield the bolt. The bolts yield more consistently that torqueing to a value. One fellow I knew would stop the 90 degree pull when he felt the bolt yield, this usually occurred somewhere around or before 45 degrees. The engineer in charge thought that was ok. I've seen guys swing a torque wrench 10-20 degrees past the click. Don't know if it is ignorance or just thinking a little bit more is ok or better.
A simple calibrator can be made with a horizontally pivoted arm and some scale weights or a scale. Arm length times weight = foot pounds.
