I have a $20 beam type torque wrench that I use to change wheels + that's it. A good way to know the wheel bolts aren't vastly over or under torqued where the actual torque setting isn't that critical.
Having a background in physics + engineering, I have to say, though they may be close to 4% precise at the high end of the range (ie in terms of resolution + perhaps repeatability), like TML said, paralax alone makes the % uncertainty go way up at the low end (ie same absolute precision, smaller value, = higher % uncertainty). Precision + accuracy are 2 different things, and we have no idea what the absolute accuracy is without calibrating against a known standard, which it sounds like TML does for a living...
Re the comments about crappy torque wrenches... yeah, I have one of those Canadian Tire Maximum wrenches + I can barely tell if the darn thing even clicks at all half the time... not surprised TML thinks they're junk...
