Were these "stud-less" or "un-studded"? The former refers to snow tires designed to not take studs, whereas the latter refers to tires without the studs mounted. Tires intended to have studs (hence no silica/silicate compound) but do not have them mounted obviously have worse traction regardless how many sipes are cut into the tires.
Tirerack.com ran a studless vs. studded tires contest back in 2007-2008, and the studless tires blew away the studded tires on the ice rink and cone test. You can google search the video for it.
BTW, in snow tire shopping, "top of the line" does not necessarily mean top snow/ice performance. The more expensive snow tires tend to be the so-called performance snow tires that emphasize driving speed instead of actually snow/ice capability. For example, the Q-rated Blizzark Revo and WS60/WS70 are actually significantly better on ice and snow handling than the H rated LM-22. Part of the the engineering requirement to get higher speed rating is to make shallower tread depth (less chucking at high rotational speed), harder compound, and less silica/slicate on the top layer . . . all of which cut back on absolute snow/ice performance at below 99mph (Q speed rating).
