It's not necessarily the "bottom" 47%, but rather sprinkled throughout a number of income brackets. I think only 400 people in the over $200K bracket owed no federal tax. Certainly the vast majority were in lower brackets, but we're not talking federal poverty level for quite a few in this 47% group. Many made $30-40K. As I mentioned in my other post, even when I made far less than this, I owed federal tax, although not much. Nobody considered that to be unethical taxation back then. I was probably in something like an 8% tax bracket.
