John - You need to look at this tax change with respect to the global economy. In the 1960's most of America's GDP was producing product for our own domestic consumption (vs. imports) plus exports to a world that was still recovering from WWII or had not begun to be economic powerhouses - Germany, Korea, Japan, China, India, Brazil, Russia, etc.
In 2011, the story is very different - we have lots of competitors that are smart, economically focused, efficient, and eager to compete on the world stage. Therefore, if we want companies to invest here and hire here, we need to be competitive on tax rates (as well as education, infrastructure, etc.). Likewise, with the mobility of money to be invested anywhere in an instant, investors need a reason to invest here vs. other markets where they may get both a bigger return and less of a hit on taxes.
Net, unless we plan on walling ourselves in, we need to be able to compete with the rest of the world - which is very different from the post-WWII hegemony we enjoyed.
