1% of all small businesses is still an enormous number . . . and they account for a much higher percentage of jobs created by small businesses outside the owners' household (the majority of small businesses are one-person or family operation; it's the high gross ones that employ more people). Further more, small businesses tend to have fluctuating income levels; the "progressive" tax brackets make the effective tax rate much higher for someone who has fluctuating income vs. a government bureaucrat with steady income year after year.
When businesses pay more taxes, they can not reinvest the money into their businesses; the same money can not be spent twice by the same person. "Put money in their pocket"? What's that? There are only three places to put money (besides being taxed away):
1. Invest it. Not all investments are tax deductible, especially if the investment is for new lines of business different from existing ones already generating profit.
2. Spend it, so some other local (small) business get the money;
3. Bank it. So some other entreprenuer can borrow the money. (Keeping cash in pocket/mattress is just a form of voluntary tax while banking at 0%, as the FED tax all cash holding through inflation.)
The owner has to pick one of the three outlets for money that's not taxed. Any one of these three seems to be more likely to produce positive economic outcome than having the money taxed away to the District of Criminals, mixed up by lobbyists and politicians for mischiefs worldwide.
