especially over the next decade.

There's the original, western Europe part of the EU, and then eastern Europe part that has gradually joined up. While this has put a huge and often painful burden on the western part, the upside is the economic potential of the eastern European nations. It'll be another 10 years to get up to speed, but that economic engine is revving up.

For example, I have a Switzerland-based software client that has much of its development and even some customer support done in Prague and Budapest because it is substantially less expensive. The company's customers here in the US don't call Switz for support, they call the guys in Prague or Budapest--and go away happy. Manufacturing is picking up in those countries as well.
