Microwave was introduced by Tappen Co. before NASA existed
The first useful communication Satellites were built by Hughes and AT&T, and paid by those companies to be launched by NASA because by then NASA had government granted legal monopoly on launching anything into space.
The physics and math of GPS system had precedence in land-based navigation systems such as Loran dating back to WWII and before. The basic idea dated back to the 19th century. By the time electronics technology was advanced enough to have numerous synchronized geosynchronous satellites positioned precisely to form a GPS constellation in the 1980's, the US economy was well past the 2nd currency/debt default of the 1970's, private industrial titans like Hughes of the 1950's and ATT of that previous era were replaced by government bureaucratic monopolies. The defense department built and paid for the GPS system.
