Private sector was the only place doing any R&D before the government barged in circa WWII. Science and technology progressed rapidly in the 18th and 19th century with very little government participation. In fact, it was progressing so fast that, at the beginning of 20th century, many well known scientists thought mankind would have nothing new to discover soon. LOL.
In any case, what NASA does is mostly D, not R. The NASA record of D is very poor compared to the history of D in civilian aviation, which had been carried out by the private sector.
NASA had government monopoly on space launch. It was plain illegal to send anything into space on a rocket until the 1998 Commercial Space Act. Even in 2004, Burt Rutan had to ask for special government permission to launch his SpaceShipOne in order to win the private-sector established X Prize (those prizes were common in the early days of civilian aviation too).
