The topic is NASA and "if NASA had not existed . . . " For much the overwhelming majority of NASA's existence, it is a government monopoly on space launch. It's not called "Administration" for nothing.
There is this funny business about government being a surrealistic entity that somehow comes up with its own resources and doing magic deeds in human society in addition to whatever human beings do on their own. No it does not work that way. Whatever resources the government has, it is looted from the rest of the society; whatever resources the government has to devote to CAUSE A, it is looted from society that could have spent the resource on CAUSE A if there is real demand, and siphoned off to numerous other hangers-on's in the bureaucratic labyrith, then what's left over is given the CAUSE A. That's government in a nutshell. Of course government is a monopoly for whatever resource it managed to lay its claws on.
Canada benefits from being much smaller than the US. The entire population of Canada is comparable to one of the larger states, say, California. If the US had been 50, or even 10, or even 5, competing "governments," each about the size of Canada, individuals, both scientists and non-scientists, would have a much better chance of achieving his/her own potential.
People do all sorts of things for all sorts of reasons, financial or not. How does that justify government telling people what to do (by giving incentives NASA contracts) or what not to do (by banning, as in space launch by private individuals) in anyway?
