The network that became ARPANET was conceived by J.C.R. Licklider who wrote / co-wrote papers about a high-speed computer interconnection system in 1960 and 1962. Later in 1962, Licklider was hired by DARPA to implement his plan. The government wasn't the only entity involved in developing ARPANET but it provided the initial funding, leadership, and coordination. The private investment that made the Internet accessible to everyone only took place after others had done the real innovating.

As for your assertion "there's no saying the private sector would not have done it", please provide an example of anywhere, any time, that the private sector has created a network that is as efficient and works as well as the Internet?

The initial work on telephone networks is a fantastic example of how *not* to do things. Massive investments were made and yes technological progress did occur, but the result was multiple redundant networks that often were not even compatible with each other. You and your neighbor could both have a telephone but you could not call them if you weren't on the same network. Organizations that had great needs to be reachable (police departments, hospitals, large companies) had to have (& pay for) multiple telephones, each from different providers. Pretty lame considering all the time & effort that was put into building the networks, and the situation was not resolved until the government stepped in to regulate the industry.

The same situation, to a degree, exists today. How many cellphone networks do we have in this country? Yes they can "talk" to each other, but for my Verizon phone to work there needs to be a Verizon tower nearby. The Sprint tower down the street is useless to me, just as the Verizon tower is useless to someone with a Sprint phone. So you have millions or perhaps billions of dollars being spent on redundant networks with no beneficial outcome* - think about that next time you're wondering why your cellphone bill is so high!

* I say "beneficial outcome" because if the phones & towers were interoperable then redundancy could be helpful for load-balancing and fault tolerance (if equipment at one tower site goes down, another could take over for it). But we're not getting any such benefits.
