Get an inexpensive sprayer, the kind used for insecticides & such, and spray the wallpaper with water. Let it sit, spray again, then scrape off with a putty knife. Should come right off at that age if you get it good and wet.
For the ladders, put a stepladder against the wall opposite the stairs and put a thick plank , 12" wide on the step and the ladder step. Nail a couple 2x4's to it like rafters to make it strong enough to hold your weight. That will give you a scaffold to work from.
