We remodeled almost our entire two story house which had wallpaper and wainscotting throughout (kitchen and closets didn't have any wall treatments.) The previous owners were nuts. Wallpaper should be outlawed. Never again! We spent way too much time and money, especially time, removing this scourge. Steaming, DIF, Downey, garden sprayers, etc. Some paper came off easily, other rooms appeared to have been glued down. My wife and I spent an entire weekend steaming one 10 x 12 bedroom. The biggest piece we ever scraped off was maybe 20 square inches or so. And once this thrill was over, I had to recondition the wallboard because of gouges and scrapes then oil-base primer everything, then hire a drywall guy to float and texture. Almost the entire house! We got away with a oil-basing and texturing over some previously painted over wallpaper areas but in the end I wish I had just hired a demo crew to take everything down to the studs. The cost of new drywall is comparable to all the time we spent scraping and putting on primer. The drywall guy has to apply texture anyway Never again!

Oh, I said "almost" the whole house so guess which area still has wainscotting and wallpaper. Yes, the stairway which even our drywall guy is wondering how he will refinish it.

Plaster walls, on the other hand, are more forgiving and will release wallpaper and any glue more easily and evenly, in my experience. I love plaster walls as they are denser and more quiet. It's a shame that plastering seems to be a lost art.
