What will replace the old wallpaper? They make rotary perforators, slightly bigger than a computer mouse, that you run all over the wall to perforate the old wall paper. You doe this prior to the water spray (which I would dose with a wall paper remover solution) to allow the liquid easier and faster access to the old glue beneath the paper. This is probably more critical with a metallic paper like yours since the surface is naturally water tight and impervious to the solution.
The downside of these rotary perforators is they will leave tell-tale tracks of tiny marks in the wallboard/plaster. Covering the wall with another paper will hide them, but if you intend to paint you will need to skim coat the entire wall with a thin layer of special drywall mud called topping compound. Following this you will need to prime, then finish paint.
And heaven help you if the walls underneath were not propery prepared prior to installation of the current wallpaper.
