With wallpaper that old, the walls were probably prepped correctly. If they were prepped, the paper should come off in strips either after using a paper tiger and DIF, or steaming. It makes a difference if the walls are plaster or sheet rock too. Steaming is a messy hot job, but is super efficient with good prep.
I would resist just going over the paper without removing it first. You will see seams, any corners that start to peel will show, and you have just made the job substantially more difficult to remove.
If the walls were not prepped correctly then all bets are off, and you will probably tear off little bits at a time.
