As James says ethanol can be produced in many ways. I think it's generally true that corn-based ethanol doesn't make much sense and is mostly advocated by regional politicians.

Brazilian ethanol is indeed sugar cane based and the net energy yield is as I've understood clearly positive. There are of course multiple problems with Brazilian sugar cane production, both sociological and ecological, but I think it's still better than oil production.

Making fuel out of food, as everyone understands, is silly. Making fuel out of waste products is a whole different story. There's a lot of going on in biofuel research but production-wise it's all on a very small scale. In Finland, a domestic oil company has developed technology that allows turning bakery-industry waste into ethanol. At the moment they've got a handful of production plants but the company is definitely growing. Recently they acquired all Shell petrol stations in Finland and Sweden.
