If ethanol was of the same energy efficiency as gasoline, then the statement that gasoline consumption gonna be reduced by 15% (if we move from gasoline to E15 fuel) would be true. But it is not.
So we replace 15% of gasoline with ethanol (which gives a bit less combustion heat), but we still need a certain amount of power to drive our car (even when it's idling we need at least X kilowatts to run the alternator, AC compressor, water pump and the rest goes for mechanical and other losses). So under the same conditions THE SAME engine running on E15 will consume (volumetrical) 100% - (15% x (He/Hg) x (Dg/De)) = 100% - (15% x (27/42) x (0.75/0.8)) = 100% - (15% x 0.64 x 0.94) = 100% - (15% x 0.6) = 9% less gasoline than the same engine running on 100% gasoline
(where He is the mass combustion value of Ethanol, Hg - mass combustion value of Gasoline, De - density for Ethanol, Dg - density for Gasoline)

This figure can be enhanced upon some tweaks (from ignition advance to combustion ratio and boost pressure) applied to the engine to better adopt it for Ex (E5, E15, E85, E100 - whatever) fuel.
