Honestly, i think it has more to do with governmental decisions that preferences between US and EU consumers:
Cost - Taxes are major part of it. A lot of European countries decided to like diesel and essentially subsidize it by taxing it less than gasoline. It's certainly an example of subsidies effecting technology change (no idea if it's for better or worse)
Emissions - compared to Europe the US is tougher on passenger car diesels and California even more so
Other stuff:
-Refinery capability: diesel refineries are pretty maxed out and there's a lot of reluctance to drop billions of dollars on increased refinery capability during a weak economy. Refineries are also not focused on the low sulfur fuel needed for cars
