Like the others said, the most important reason is the different tax levels on gasoline vs. diesel. Back in the 60's when Europeans were still poor, personal cars were considered luxury items and heavily taxed, hence the extra high tax on gasoline. Business trucks used diesel so in order to keep businesses in business to service the tax collectors tax rate on diesel was more normal, comparable to ours. Once the extra high gasoline tax was put in place, the revenue created a new class of tax recipients that kept the tax in place despite later changes in life style . . . . a little like the UK high gasoline tax instituted in the name of smoothing impact of import oil price shock was kept in place even after UK became an oil exporter.
In the US, in the past decade CARB regulation regarding exhaust content create regulatory uncertainty. Diesel efficiency comes from higher operating temperature, and that in turn means higher NOx content from the engine exhaust.
Recently gasoline direct injection engine is becoming available. It will be interesting to see how durable these things are in a few years. That may provide the most important diesel advantage: smaller fuel injection when the engine is not operating in full load. Before GDI, a conventional gasoline has to be fed the full charge of gasoline in every four-stroke cycle in order to prevent knocking, whereas diesel engines operate by "knocking" so a few drops of fuel on idle was fine.
